What age do I have to be to leave secondary school?

The legal leaving age is 17

In Victoria, the law is:
- Your child cannot leave schooling until they are 17 years old.
- Your child must go to a school campus (or an approved alternative) until they finish year 10.
- After year 10, your child does not need to go to a school campus. But they must take part in education, training or employment for at least 25 hours per week, until they are 17 years old

What is VCE VM (VCE Vocational Major)

The VCE Vocational Major (VCE VM) is a 2-year applied learning program within the VCE. You will develop academic and work-related skills, knowledge and confidence. It will prepare you for work and further education and training.

When you graduate from secondary school, you'll graduate with the Victorian Certificate of Education, with the additional words 'Vocational Major'.

What is VPC (Victorian Pathways Certificate

The Victorian Pathways Certificate (VPC) is a new inclusive and flexible certificate.

It will replace Foundation VCAL. It offers an engaging curriculum and additional support for you to develop the work-related skills and capabilities you need to succeed.

The VPC is normally completed in year 11 and 12, but it is flexible so it can be started earlier or finished over a longer period than 2 years. The coursework is designed and delivered at a more accessible level than the VCE and VCE Vocational Major.

All schools are different and therefore may offer up different options or versions of programs. Some schools may offer flexible pathways not listed in this document, therefore it is important that you contact your school and find out what options are available at your school.

VET (Vocational Education & Training) delivered to secondary students

Vocational Education and Training (VET) allows students to include vocational studies within their senior secondary certificate. Students undertake nationally recognised training certificates (usually at Certificate II or III levels) that contributes to their VCE VM or VCP.

Training can take place at TAFE's, Registered Training Organisations (RTO's), Trade Training Centres and within schools.

VET is learning where you develop targeted and practical skills. The skills you learn relate to a career pathway, so can apply them at work or in further education and training. You can add a VET course or certificate to your studies while you're at school. VET programs help students to cross the bridge between general education and the world of work.

Please talk to you VET Coordinator in your school to see what options you may have.

Head Start - a new model for school based apprenticeships

Head Start students spend more time doing paid, on-the-job training while also completing their VCE VM or VCP at school.

In the first year, students will spend one or two days per week in their apprenticeship. This will increase to three or four days per week in the final year.

- one day per week paid employment in year 10
- two days per week paid employment in year 11
- three days per week paid employment in year 12 (which may be undertaken over two years if required).

Head Start SbAT's are only available at select government schools. Ask your SbAT Coordinator or Careers Teacher if they are available at your school.

What is Group Training?

Some organisations hire apprentices and trainees and place them with host employers. These organisations are called Group Training Organisations (GTOs).

GTOs complete all your employer duties, such as; recruiting, paying wages, managing training and supporting apprentices and trainees to complete their time.

SbATs (School based Traineeships & Apprenticeships)

Apprenticeships and traineeships combine practical hands-on experience in the workplace with training and assessment from a Registered Training Organisation (RTO).

A school-based apprenticeship or traineeship is when you are released from secondary school for a minimum of one day per week to undertake the apprenticeship or traineeship. An SbAT essentially combines part-time employment, school and trade training.

An SbAT can contribute to your credits in VCE VM and VCP.

To gain help with finding a SbAT you can use the SWL Statewide Portal which lists some of the many SbAT opportunities across Victoria (see link below).

Contact your school SbAT Coordinator or Careers Teacher to see what SbAT options might be available.

SWL (Structured Workplace Learning) in VET

SWL is on-the-job training during where a student can practice a set of skills or competencies related to their VET program. They have a host employer who supervises the students as they practice and extend the industry skills they have learned in their VET programs.

Students must be 15 years of age and enrolled in a VET subject, VCE VM, VCP or VCE Industry and Enterprise.

To gain help with finding a SWL host employer you can use the SWL Statewide Portal which lists all SWL placements on offer across Victoria (see link below).

What is the Australian Apprenticeship Support Network?

The Australian Apprenticeship Support Network (Apprenticeship Network) is your first point of contact for all queries about apprenticeships.

You cannot start an Australian Apprenticeship without an Apprenticeship Network provider.

Apprenticeship Network providers give personalised advice and support services from pre-commencement to completion.

Work Experience

School to Work Experience is the short term placement of students in Year 9 and 10 with employers to provide insights into the industry and workplace.

Geelong Region LLEN can assist schools and young people to access work experience opportunities. Access the School to Work Portal to find a work experience opportunity

School to Work Program

The School to Work program is now available through Geelong Region LLEN to assist with the arrangement of work-based learning for students.

This program features a School to Work portal for school staff and students to use to search for work-based learning opportunities.

Work-based learning helps students understand employer expectations, develop employability skills, and make informed pathways and career decisions.

School to Work focuses on supporting 5 types of work-based learning opportunities:

- work experience
- structured workplace learning (SWL)
- school-based apprenticeships and traineeships (SBATs) for non-government school students
- workplace visits and industry tours
- life skills programs and work-readiness activities where industry can be directly involved.

Opportunities across different industries and careers can be delivered to all secondary school students.

What is Inclusive Employment Australia (IEA)?

Inclusive Employment Australia (IEA) is the Australian Government's specialist disability employment program. It replaced Disability Employment Services (DES) on 1 November 2025.

Through IEA, eligible people with disability, injury or a health condition can receive help to prepare for, find and keep a job.

Help can include career advice, employment preparation, resume development, job searching and ongoing support at work, including funding for workplace modifications and wage subsidies to employers.

Key improvements over the old DES program:

- No time limits — stay with your provider for as long as you need
- Broader eligibility — including people who can only work a few hours per week
- More provider choice — choose your provider and change at any time
- No Centrelink payment required — access support even without income support

To access IEA, register directly with a provider or be referred through Services Australia.

The Gordon - Study your VCE VM

VCE VM (VCE with Vocational Major) at The Gordon is undertaken at the East Geelong campus.

The program is designed for students who have completed Year 10 of their secondary education and who aspire to take up a trade or start their career in a chosen field.

The program includes VCE VM subjects, TAFE trade training and ‘real’ work experience leading to work opportunities.

Prospective students must be aged between 16 and 19, and have completed Year 10.

Department of Education & Training Information

The Department of Education and Training advise that it’s the law that children 6 to 17 years old go to school or be home schooled. As a parent you’re legally responsible for making sure your child goes to school every day.

MacKillop Education

This is a specialist school that suits students whose learning needs and social/emotional behaviours can't be supported properly in mainstream schools.

Students can be enrolled by their own school, Dept of Education & Training, Catholic Education, Dept of Health & Human Services or through a community/mental health service.

The Geelong campus is available for students aged 5-18 years (primary to VCE/VM).

Navigator Program

The Navigator Program provides intensive case management and outreach support to disengaged learners. The program works with these young people and their support networks to return them to education.

It supports young people aged 12-17 years who are not connected to schools at all or are at risk of disengaging.

Navigator is delivered by community agencies that work closely with local schools and area teams to support a young person to re-engage back into education.

Transition to Work Program

Our Workforce Australia – Transition to Work services (through OpenDoor) offer young people pre-employment support and assistance to engage in further education and employment.

If you are 15 to 24 years old, we can assist you in taking your first steps to prepare for a positive future.

Victorian Early Leaver Connection Initiative Career Advice Service

The Victorian Early Leaver Connection Initiative (VELCI), delivered by The Gordon Skills and Jobs Centre in collaboration with the Department of Education, supports young people who have left school before completing Year 12.

It provides free career advice and pathway support to help early leavers stay engaged in education, training, and employment.

First Peoples Education Support - The Gordon Kitjarra Centre

The First Peoples Education Support team, located in the Kitjarra Centre, offer support, mentoring and connection to services and support including tutoring.

In addition to all other courses offered at The Gordon, there are a number of initiatives designed specifically to upskill First Peoples students at The Gordon and across the community:

GOALS Campus

The GOALS campus of Lavers Hill K-12 College aims to re-engage young people who are currently disengaged from any form of education, by providing students with a flexible and tailored education program. The GOALS campus is based in Colac, at the heritage site of the original Colac Shire Offices.

GOALS is a Victorian Government Flexible Learning Options School that seeks to provide the highest standard of public education for young people aged 15 – 20 years (Year 10+) who have been disengaged or excluded from mainstream education.

Saints College Geelong

Saints College is privileged to walk alongside young people aged 12-25 who are seeking an alternative to mainstream education in a safe, inclusive, and supportive environment.

Saints College empowers young people through personalised educational programs that are centred around the Victorian Curriculum, the Victorian Certificate of Education Vocational Major (VCE VM), VPC (Victorian Pathways Certificate), and Vocational Education and Training (VET). XTend Program

The XTend Program is a specialist education program run through MacKillop Education. It supports high risk young people (aged 12-17 years) who have disengaged or are at risk of disengaging from education.

You will need a referral to access this program. Priority is given to young people in out of home care.

L to P Program - help with getting your drivers licence

A program designed to provide young learner drivers with equal access to driving experience and instruction to help them obtain their Probationary Licence

Eligibility:
- young people aged 16-21 years,
- have their learner's permit
- no access to a car and/or
- no access to a supervising driver

Access the program by getting a referral from an agency. Referrals can come from organisations and agencies such as:
- Youth Welfare
- Youth Accommodation
- Youth Justice
- Neighbourhood houses
- Education and employment services and schools

Parent Pathways

Parent Pathways is a free, voluntary service that provides personalised assistance and financial support to eligible parents and carers of children up to the age of 6 years.

Parent Pathways is about parents and carers and their individual needs. With the help of a qualified mentor, you can receive flexible support to assist with any personal, study or work goals.

Eligibility:
-have a child under the age of 6 AND
-currently unemployed AND
-must be on a parenting payment or carer payment or special benefit

Study your VCE at TAFE

Wanting to complete senior secondary school in an alternative setting?

If you are self-motivated and willing to take responsibility for your own learning, TAFE's VCE courses could be the answer for you. The small class sizes offer great one-on-one opportunities with teachers in a supportive, adult learning environment.

· VCE is a two-year course, and you can join us in Year 11 or Year 12 to complete your VCE, scored (ATAR) or unscored.

· If you are 18 years and have been out of secondary education for at least one year, you can complete VCE in one year.

Reconnect Program

Reconnect provides participants with mentoring to help them find the right course that suits their strengths, interests and career aspirations. Ongoing support is designed to help participants enrol and complete their studies to gain employment, while addressing any other unmet needs.

Who's Eligible?
Reconnect is available for 17 - 19 year old's AND 20-64 year old's (see website for more details). Along with young people on youth justice orders, out of home care and asylum seekers.

Cultura Employment Programs - assistance for multicultural jobseekers

Cultura offers a range of programs and services that support job seekers from multicultural and other backgrounds, and for employers that are seeking a culturally diverse workforce.

We provide bilingual support to program participants and ensure culturally supportive practices. We work closely with job seekers and employers to deliver a pre and post-employment service for the best employment outcomes.

Transition to Work Program

Transition to Work helps young people aged 15 to 24 into work (including apprenticeships and training) or education.

Transition to Work participants receive intensive, pre-employment support to develop practical skills to get a job, connect with education or training, find local job opportunities and connect with relevant local community services.

Gig Worker Support Service

The Young Workers Centre (YWC) supports workers aged 30 and under, and this includes workers in the gig economy. Whether its Uber, Airtasker, Care.com or any other company. Making sure workers are safe, protected and paid properly is what we do every day.

The Young Workers Centre can help you and your workmates when things go wrong at work. We provide free & confidential legal advice, helping to recover lost wages and prevent unfair dismissal.

To ensure young people have an informed and positive transition from school to occupation, the Inclusive Pathways Trello Board is designed specifically to help young people plan and prepare for careers, transitions, and pathways.

Cultura - Education Courses

The Cultura ACFE program offers a wide range of courses to the multicultural communities we work alongside. These include assisting community members with improving their basic English language ability, as well as assisting them improve their educational, digital, employment and life skills.

The program also assists people who are newly arrived to our country to gain a better understanding of the local Geelong community and the requirements of them as residents in a new country.
